 +Hyperbola has a clear roadmap for software being included. Stating that a software is for us not fitting, means exactly that but also not more. We do not bother for others stating different or ignoring points. So yes, others may see therefore a project "free" while we do not. So first things first: This only relates to Hyperbola as it is part of the definition of free and libre software: We have the right to define what we included, in what version and how we patch that. We clearly list therefore also the reasonings why we exclude packages and projects. If others see this different is not our bothering. We only ask for being acknowledged the same way as others.
